Assam Government Tables Uniform Civil Code Bill in Assembly

Proposed legislation seeks uniform rules on marriage, inheritance and live-in relationships while exempting tribal communities and customary practices

Guwahati: The Assam government on Friday formally introduced the Uniform Civil Code (UCC) Bill in the Assam Legislative Assembly, marking a significant move towards creating a common civil framework for select social and family matters in the state.

Titled The Uniform Civil Code, Assam, Bill, 2026, the legislation was tabled by Parliamentary Affairs Minister Atul Bora on behalf of Chief Minister Himanta Biswa Sarma during the ongoing Assembly session.

According to the legislative schedule, the Bill is expected to come up for detailed discussion and possible passage on May 27.

The proposed law had earlier received Cabinet approval on May 13 during the first Cabinet meeting of the BJP-led government’s new term at Koinadhara in Guwahati.

As outlined by the state government, the legislation will not apply to Scheduled Tribes living in both hill and plain areas. Traditional customs, religious practices and community rituals have also been kept outside the scope of the proposed law.

The draft legislation focuses on several civil issues, including a common minimum age for marriage, prohibition of polygamy, equal inheritance rights for daughters and legal provisions related to live-in relationships.

Officials said the Bill aims to establish a more uniform legal structure in matters of marriage, succession and family rights while preserving the cultural and customary practices of protected communities in Assam.
