India And Vietnam Deepen Strategic Ties: 13 MoUs Signed During President To Lam Visit

Modi and To Lam hold talks as both nations expand cooperation in trade, technology, and security sectors

New Delhi: India and Vietnam have taken a significant step forward in their bilateral relationship, signing 13 Memorandums of Understanding (MoUs) during high-level talks between Prime Minister Narendra Modi and Vietnamese President To Lam in New Delhi.

The agreements span critical sectors including digital payments, defence-linked resources, healthcare regulation, education, tourism, and cultural exchange, signalling a broad-based expansion of ties.

Among the key outcomes, both sides agreed to collaborate on rare earth and radioactive materials, strengthen digital payment systems between the RBI and Vietnam’s central bank, and enhance medical product regulation frameworks. They also pushed forward partnerships in digital technologies, audit cooperation, and tourism development, while academic and cultural ties will grow through multiple university-level agreements and India studies programmes. A notable pact also links Mumbai with Ho Chi Minh City at the municipal level.

Earlier in the day, To Lam received a ceremonial welcome and held delegation-level discussions, while also paying tribute at Raj Ghat. He additionally visited the Mahabodhi Temple and is scheduled to engage with business leaders in Mumbai, underlining both cultural and economic priorities.

The visit, marking a decade of the Comprehensive Strategic Partnership, reflects growing alignment between the two countries as they seek to expand cooperation across strategic and emerging sectors.
