Assam Govt Demotes ACS Officer After Departmental Inquiry Finds Charges Proven

Officer posted as undersecretary in the Labour Welfare Department after disciplinary proceedings under the Assam Services Rules

Guwahati: The Assam government has demoted an Assam Civil Service (ACS) officer after a departmental inquiry concluded that charges brought against her were substantiated, according to an official notification issued by the Personnel Department.

Sangeeta Borthakur, a DR-15 batch ACS officer who had been serving as Deputy Secretary in the Labour Welfare Department, has now been reduced in rank and reposted as Under Secretary in the same department with immediate effect.

The disciplinary proceedings were initiated earlier this year under Rule 9 of the Assam Services (Discipline and Appeal) Rules, 1964. A show-cause notice was issued to the officer on February 4, 2025, following which the government appointed an inquiry officer to examine the allegations.

According to the notification, the inquiry report later found the charges against Borthakur to be “proved”. The disciplinary authority subsequently reviewed and accepted the findings.

The officer also submitted a written response challenging the inquiry conclusions. However, the government stated that her representation failed to provide “any convincing ground” and was therefore rejected after examining the records and materials related to the case.

Following completion of the proceedings, the Governor of Assam imposed a penalty under Rule 7(vii) of the Assam Services (Discipline and Appeal) Rules, 1964. The order reduces her to a lower post for a period of three years with cumulative effect. The order has come into force immediately.
