Sikkim Goes Fully Paperless in Judiciary: Sets Benchmark for Digital Courts in India

Top judges and global delegates gather in Gangtok as state marks a major leap in technology-driven justice delivery.

Gangtok: In a landmark step towards modernising India’s legal system, Sikkim has transitioned to a completely paperless judiciary, positioning itself at the forefront of digital judicial reforms. The announcement was highlighted during the Conclave on Technology and Judicial Education held in Gangtok, where senior judicial leaders and international delegates convened to discuss the future of courts.

Chief Justice Surya Kant described the shift as a “transformative milestone,” noting that digital tools are helping overcome barriers of distance and accessibility, especially in geographically challenging regions. “Virtual systems are making justice more reachable for citizens,” he observed, while pointing to initiatives such as the e-Courts project, real-time data platforms, and AI-based tools like SUPACE and SUVAS as key drivers of efficiency and transparency.

Chief Minister Prem Singh Tamang termed the development a “historic achievement,” stating that it reflects Sikkim’s commitment to faster, transparent, and technology-enabled governance. He added that digital mechanisms such as e-filing and online case management would strengthen inclusivity and streamline legal processes.

Meanwhile, Chief Justice A. Muhamed Mustaque emphasised that the transition represents more than digitisation, calling it a deeper reform aimed at improving grassroots access to justice.

However, speakers also underlined the need for inclusive implementation. Expanding e-Seva Kendras and ensuring digital access for all sections of society remain critical, alongside safeguarding judicial independence and ethical use of AI.

Significantly, the conclave held during Sikkim’s golden jubilee year brought together leading judicial figures from India and abroad, reinforcing a shared commitment to building a more responsive and future-ready justice system.
