Meghalaya has launched a One-Time Settlement Scheme granting up to 90% waiver on transport-related dues and penalties, with the government targeting recovery of up to Rs 200 crore

Shillong: In a move aimed at improving compliance and unlocking long-pending revenue, the Meghalaya government has introduced a One-Time Settlement (OTS) Scheme for commercial vehicle owners, offering significant concessions on transport-related dues and penalties.
The scheme, launched in Shillong by Deputy Chief Minister and Transport Minister Sniawbhalang Dhar, provides an 80% waiver on outstanding Motor Vehicle Tax and Goods and Passenger Tax liabilities, along with related penalties. Additionally, vehicle owners can avail a 90% waiver on Fitness Certificate penalties.
According to the Transport Department, pending dues across the state have accumulated to nearly Rs 1,100 crore, including around Rs 900 crore in fitness-related penalties. Officials estimate that the initiative could help recover between Rs 180 crore and Rs 200 crore if beneficiaries utilise the settlement window.

Government records indicate that nearly 65,000 vehicles have unpaid Motor Vehicle Tax dues, while 12,642 vehicles owe Goods and Passenger Tax. More than 57,000 vehicles also face pending Fitness Certificate penalties.
Dhar said the scheme covers arrears accumulated over several years and will remain open until August 31, 2026. “This is a one-time opportunity for vehicle owners to regularise their dues. Such waiver schemes cannot be introduced repeatedly,” he said.
The minister also confirmed that groundwork is underway for the implementation of Meghalaya’s proposed Vehicle Scrappage Policy.
