Himanta Biswa Sarma says the Second State Capital Region will bring governance, infrastructure and opportunities closer to Upper Assam through a Rs 500 crore investment
Dibrugarh: Assam Chief Minister Himanta Biswa Sarma on Saturday highlighted the government’s plan to develop Dibrugarh as the state’s Second State Capital Region (SCR), saying the initiative is part of a broader strategy to decentralise governance and promote balanced regional development.
Sharing details on social media, the Chief Minister said, “Decentralisation and decongestion are the twin pillars of our governance and urban development strategy. With a Rs 500 crore investment, Assam’s Second State Capital Region in Dibrugarh will bring administration, infrastructure and opportunity closer to the people of Upper Assam.”
According to the details shared by the Chief Minister, the government will establish the Second State Capital Region for Dibrugarh, with a 20-km development zone planned around the proposed capital complex. The project will receive an investment of Rs 500 crore over the next five years for new infrastructure and development.
The proposed administrative hub will include the Chief Minister’s Secretariat, a new Assembly Complex and MLA Hostel, a new Court Building, a 1,000-seater modern auditorium and a multi-disciplinary sports complex.
The initiative is aimed at strengthening administrative infrastructure in Upper Assam while reducing pressure on Guwahati by decentralising key government functions. The project is also expected to accelerate urban development and improve access to government services and public infrastructure across the region.
