Annual allocation rises to Rs 1.5 crore from FY 2026-27 and Rs 2 crore from FY 2027-28, while new provisions allow spending on education, healthcare, sports and assistive devices

Guwahati: The Assam government has significantly enhanced the annual allocation under the Member of Legislative Assembly Local Area Development (MLALAD) Scheme while expanding its scope to include education, healthcare, sports and welfare-related activities.
The decision, approved by the Assam Cabinet chaired by Chief Minister Himanta Biswa Sarma, increases the annual MLALAD allocation from the existing Rs 1 crore to Rs 1.5 crore per MLA during FY 2026-27. The allocation will be further increased to Rs 2 crore per MLA annually from FY 2027-28 onwards.
According to a notification issued by the Transformation and Development Department, the revised provisions have been incorporated into the existing MLALAD Scheme Guidelines, 2013, with immediate effect.
The government has also expanded the list of permissible activities under Clause 3 of the guidelines, allowing MLAs to utilise up to 10 per cent of their annual allocation for additional community-oriented works.
These include the procurement of cultural and religious community equipment, sports equipment for schools and youth organisations, furniture for government schools, colleges, libraries and Anganwadi centres, and electrical fittings such as ceiling fans, water purifiers and lighting fixtures for public institutions.
The revised guidelines also permit the purchase of medical equipment for government hospitals, community health centres and primary health centres, along with wheelchairs, tricycles, crutches, hearing aids and educational assistive devices for Divyang beneficiaries.
District Commissioners have been tasked with ensuring proper utilisation, record maintenance and certification of assets created under the scheme.
