Assam, Arunachal Deepen Excise Cooperation: States Chart Joint Roadmap Against Illicit Trade

A ministerial meeting in Itanagar focused on stronger enforcement, revenue mobilisation and institutional coordination to tackle emerging challenges in excise administration

Itanagar: Assam and Arunachal Pradesh agreed to expand cooperation in excise administration, with both states committing to stronger enforcement measures and a coordinated strategy to curb illicit trade and improve revenue collection.

The understanding was reached during a high-level meeting in Itanagar, chaired by Arunachal Pradesh Deputy Chief Minister Chowna Mein and attended by Assam Excise Minister Atul Bora, along with senior officials from the finance and excise departments of both states.

Discussions centred on enhancing coordination, sharing best practices, strengthening enforcement mechanisms and preparing a framework for future collaboration through periodic review meetings and joint initiatives.

Highlighting the importance of interstate cooperation, Mein said neighbouring states must work together to address emerging challenges and ensure effective governance. He noted that technological innovation, continuous dialogue and institutional partnerships are essential for better policy implementation and public service delivery.

Bora, in a statement after the meeting, described the discussions as “constructive” and said Assam and Arunachal Pradesh share “longstanding ties of friendship, cooperation and shared aspirations.” “As neighbouring states, stronger institutional collaboration is essential for addressing emerging challenges and ensuring effective, people-centric governance,” he said.

Officials from both governments also presented ongoing initiatives and identified areas where greater cooperation could improve excise management and enforcement.

The meeting concluded with both states reaffirming their commitment to deeper collaboration, with a particular focus on preventing illicit trade and strengthening administrative efficiency across the Northeast.
