The Assembly approved a series of Bills to simplify business regulations, strengthen digital governance, modernise tourism laws and establish a dedicated authority for planned satellite cities around Guwahati
Guwahati: The Assam Assembly on Tuesday passed a series of Bills aimed at strengthening the state’s business ecosystem, simplifying regulatory procedures and promoting planned urban development, including the creation of the Guwahati Satellite Cities Development Authority (GSCDA).
Among the key legislations was the Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Bill 2026, replacing the 2020 Act. Industries, Commerce and Public Enterprises Minister Bimal Borah said the new law aligns with the Centre’s Ease of Doing Business initiatives and introduces a more transparent, digital and time-bound approval system for MSMEs.
The House also passed the Assam Ease of Doing Business (Amendment) Bill 2026, providing for a Single Window Task Force to expedite industrial proposals, alongside amendments to the Assam Shops and Establishment Act introducing self-certification, deemed registration and digital governance while retaining employee welfare safeguards.
Legislators also approved the Assam Jan Vishwas (Amendment of Provisions) Bill 2026, easing compliance under six state laws, and the Assam Tourism (Development and Regulation) (Amendment) Bill, 2026, which repeals the colonial-era Sarai Act, 1867, and modernises regulations governing hotels and other tourism establishments.
The Assembly further passed the Guwahati Satellite City Development Authority Bill 2026. Housing and Urban Affairs Minister Kaushik Rai said the new authority will oversee the planning and development of notified townships and satellite cities to reduce pressure on Guwahati’s growing infrastructure, improve urban planning and create new economic growth centres.
The government said the reforms are aimed at improving Assam’s investment climate, accelerating industrial growth and supporting sustainable urban expansion.
