Excise personnel in Imphal demand revised pay structure, police-equivalent benefits and urgent recruitment as nearly 84 per cent of posts remain vacant

Imphal: Employees of the Manipur Excise Department on April 18, began an indefinite cease-work strike in Imphal, demanding the implementation of long-pending service benefits and improved working conditions.
The protest organised under the banner of the All Manipur Excise Employees Welfare Association (AMEEWA), started at the department headquarters with workers displaying banners announcing the agitation from May 18.
The association has demanded implementation of the Revised Pay (ROP) 2016 structure and sought salary and benefits on par with police personnel. Their demands also include ration money, 13-month salary provisions, official vehicles and communication equipment for field operations.
Speaking during the protest, AMEEWA leaders said excise personnel perform round-the-clock duties under difficult conditions but continue to face delays in service-related benefits.
“We will continue the cease-work strike until the government implements the revised pay structure with notional effect from January 1, 2024,” an association representative stated.
The employees also highlighted severe manpower shortages within the department. According to the association, only 115 staff members are currently serving against a sanctioned strength of 707 posts, leaving nearly 84 per cent of positions vacant.
Despite the ongoing agitation, the association expressed hope that the state government would respond positively and take immediate steps to address the employees’ concerns.
