First tranche rolled out in Dibrugarh; beneficiaries from four districts receive support to become job creators

Dibrugarh: In a major boost to youth entrepreneurship and Assam’s self-reliance mission, Chief Minister Himanta Biswa Sarma on February 9 ceremonially distributed the first tranche of seed capital worth Rs 78 crore under the Chief Minister’s Atmanirbhar Assam Abhiyan (CMAAA) 2.0 to 10,404 young entrepreneurs from Sivasagar, Dibrugarh, Tinsukia and Charaideo districts.
The distribution programme, held in Dibrugarh, marked what the Chief Minister described as a ‘red-letter day’ in the state’s journey towards an Atmanirbhar Assam and Atal Avichal Agragami Assam.
Addressing the gathering, the Chief Minister said entrepreneurship for the government is “not just policy, but a promise to every young mind that dares to dream.” He called the initiative an unprecedented state-led investment designed to directly back aspiring entrepreneurs and help them turn ideas into sustainable livelihoods.

Reflecting on the initiative, the Chief Minister opines that “Never before has such a major state-led investment been made to directly support our entrepreneurs.” He further adds that the scheme seeks to create job creators rather than job seekers.
Under CMAAA 2.0, beneficiaries receive seed capital along with mentorship and institutional support to build viable enterprises and contribute to grassroots economic growth. Nearly 75,000 potential entrepreneurs have been identified across Assam as part of the broader initiative.
Officials said the rollout will continue in phases across other districts in the coming days, further expanding opportunities and strengthening a statewide ecosystem where every young dreamer has the confidence to begin.
“And this is just the beginning,” the Chief Minister said, reaffirming the government’s long-term commitment to inclusive growth and self-reliance.
