Section 163 BNSS order bans public movement within 1 km from 6 PM to 6 AM in South Salmara Mankachar

Hatsingimari: The District Magistrate of South Salmara Mankachar has imposed a prohibitory order restricting the movement of people along the Indo–Bangladesh border during night hours to strengthen security and curb trans-border smuggling.
The order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, prohibits movement between 6:00 PM and 6:00 AM within 1,000 metres of the Zero Point of the international border on the Indian side.
The restriction has been enforced with immediate effect and will remain in force until further notice. Authorities have clarified that any violation of the order will invite penal action under the relevant provisions of law.
According to the administration, the decision was taken to ensure uninterrupted surveillance and address difficulties faced by Border Security Force (BSF) personnel in monitoring activities after dark. Increased movement during night hours had reportedly hampered border watch operations and raised concerns over illegal cross-border activities, including smuggling.
The order has been issued ex parte due to the urgency of the situation, allowing immediate enforcement without prior notice. Law enforcement agencies and district officials have been directed to ensure strict compliance and wide public awareness.
The directive was issued by District Magistrate Rahul Kumar Gupta, IAS, on February 4, 2026, in the interest of public safety and national security. Residents living near the border have been urged to cooperate with authorities and adhere to the restrictions.
