Shutdown in Manipur’s Tengnoupal Over “Arbitrary Arrest” of Kuki-Zo Leader

Civil society groups enforce bandh, allege selective targeting and demand immediate release of Otkhothang Baite

Imphal: Tensions escalated in Manipur’s Tengnoupal district on Friday after several Kuki-Zo civil society organisations enforced a dawn-to-dusk shutdown to protest the arrest of a local leader. As a result, normal life across the district was significantly disrupted between 5 am and 5 pm.

The bandh was jointly called by multiple groups, including the Kuki Chiefs’ Association, Molnoi Area Welfare Council, Hill Tribal Council, Kuki Students’ Organisation, and Kuki Women Union and Human Rights. The protest followed the April 30 arrest of Otkhothang Baite, a former chairman of Canan Veng and HTC Unit-XI.

In a joint statement, the organisations described Baite as a “dedicated social figure” and questioned the basis of his arrest, claiming it relied on “dubious inputs and FIRs.” They demanded his immediate release and criticised the role of the state police.

Moreover, the groups warned that such actions could further destabilise an already sensitive region. They alleged “selective targeting” of Kuki-Zo leaders, arguing that others accused in similar cases had not faced comparable action.

Consequently, the organisations appealed to the Centre to intervene and ensure “fair and unbiased justice.” They emphasised that equal enforcement of the law is essential to maintain trust and prevent escalation.

The widespread support for the shutdown underscores growing discontent in the region, raising fresh concerns about law and order and the potential for further unrest.
