Assam Cabinet: Clears Child Protection Policy, 8 Co-Districts, Coaching Rules and Major Reforms

Assam Cabinet approves child protection rules, coaching institute safeguards, 8 new co-districts, youth department and Barak Valley Secretariat

Guwahati: The Assam Cabinet, chaired by Chief Minister Himanta Biswa Sarma, approved a series of major decisions on August 18 covering child protection, education, youth welfare and administration.

The Cabinet approved the Assam State Child Protection Policy, 2026 and draft Assam Juvenile Justice (Care and Protection of Children) Rules, 2026, aimed at strengthening child safety, care and welfare mechanisms.

The Cabinet also approved the Assam Private Coaching Institutes (Control and Student Mental Health Safeguard) Rules, 2026. Coaching centres with more than 50 students will require registration with the District Commissioner and must maintain a sensitive, non-discriminatory environment.

The Cabinet approved the Youth Empowerment and Development Department to focus on employment, career guidance, entrepreneurship, leadership and convergence of youth initiatives.

Eight new co-districts were approved: Kamalpur, Barhampur, Rangapara, Sissiborgaon, Charaideo, Lahowal, Khumtai, Katigorah and Borkhola.

The Cabinet also approved renaming the Mini Secretariat, Barak Valley, Silchar as Assam Secretariat Barak Valley, Silchar, with 32 major departments to be accommodated there. It further approved digital registration of dairy cooperative societies, simplifying and expediting the registration process.
