AAPSU Submits 13-Point Charter to Khandu: Seeks Stronger Constitutional Safeguards for Arunachal

Students’ body presses for Article 371(H) reforms, Sixth Schedule inclusion, stricter ILP enforcement and protection of indigenous rights; warns of statewide agitation if demands remain unmet

Itanagar: The All Arunachal Pradesh Students’ Union (AAPSU) has intensified its push for stronger constitutional and legal protections by submitting a 13-point memorandum to Chief Minister Pema Khandu, seeking urgent action on issues ranging from indigenous rights and employment to border security and youth welfare.

Led by president Meje Taku and general secretary Mato Bui, the students’ body described the document as a comprehensive policy roadmap aimed at safeguarding Arunachal Pradesh’s demographic balance, land rights and political interests.

Among its key proposals, AAPSU demanded the removal of the existing 80:20 recruitment ratio in state recruitment examinations and called for mandatory verification of Permanent Residence Certificates (PRC) and APST certificates in all government hiring processes. It also sought stringent action against individuals found using forged documents.

The union further advocated amendments to the Arunachal Pradesh Panchayati Raj Act, stronger constitutional protection under Article 371(H), and inclusion of the state under the Sixth Schedule framework.

Raising concerns over illegal immigration and demographic pressures, AAPSU urged stricter enforcement of the Inner Line Permit (ILP) system, enhanced monitoring of cross-border movement, and a permanent resolution to the Chakma-Hajong issue that protects indigenous interests.

The memorandum also highlighted demands related to scholarships, entrepreneurship support, CUET centres, women’s welfare and anti-racism legislation.

Taku said the demands represent “constitutional deliverables” rather than new requests and expressed hope for a time-bound response. While Khandu reportedly assured that the issues would be examined, AAPSU warned that failure to act could lead to democratic statewide agitation, including a possible lockdown.
