One-member panel to examine procurement and implementation of on-screen marking platform after complaints over Class 12 results and answer script access

New Delhi: The Centre has initiated a major administrative overhaul at the Central Board of Secondary Education (CBSE) amid the growing controversy surrounding its On-Screen Marking (OSM) system. CBSE Chairman Rahul Singh and Secretary Himanshu Gupta have been transferred, while a high-level inquiry has been ordered into the board’s procurement and use of the digital evaluation platform.
The decision follows widespread concerns raised after the declaration of Class 12 results, with students reporting alleged discrepancies in marking, difficulties during re-evaluation, and issues accessing answer scripts.
At the same time, the government has appointed S. Radha Chauhan, Chairperson of the Capacity Building Commission, to head a one-member inquiry panel. The committee will investigate the procurement process and operational aspects of the OSM system and submit its findings within one month.
The controversy gained momentum after the verification portal reportedly faced technical disruptions due to a surge in requests. Several students alleged that scanned answer sheets contained blurred images, missing pages, unmarked responses and, in some instances, scripts belonging to other candidates.
The scrutiny comes against the backdrop of a decline in CBSE’s overall Class 12 pass percentage, which dropped to 85.29% from 88.39% last year. The number of students securing scores above 90% also witnessed a fall.
Earlier, the Parliamentary Committee on Education, chaired by Congress MP Digvijaya Singh, summoned senior CBSE and Education Ministry officials to discuss the issue.
