Assam Launches PMS 1.0 to Revolutionise Provincialisation of Educational Institutions

Chief Minister Himanta Biswa Sarma inaugurates the Provincialisation Management System, a digital platform ensuring transparency, efficiency, and fairness in provincialising teaching and non-teaching staff, bringing stability to Assam’s education sector.

Guwahati: In a major boost to Assam’s education sector, Chief Minister Himanta Biswa Sarma launched the Provincialisation Management System (PMS 1.0) at Lok Sewa Bhawan. The dedicated digital platform is designed to streamline the provincialisation process of venture educational institutions under the Assam Education (Provincialisation of Services of Teachers and Re-Organisation of Educational Institutions) Act, 2017, as amended in 2025.

Developed by the Department of Higher and School Education, PMS 1.0 brings transparency, efficiency, and fairness to the provincialisation process, covering both teaching and non-teaching staff. Officials noted that the platform allows eligible institutions to apply digitally, reducing administrative delays and ensuring compliance with the amended Act.

By leveraging technology, the Government of Assam is providing long-awaited stability to thousands of educators, strengthening the state’s education ecosystem and ensuring equitable opportunities for all staff. The portal is complemented by detailed Standard Operating Procedures (SOPs) and is accessible online via PMS Portal, Elementary Education Assam, Secondary Education Assam, and Higher Education Directorate Assam.

Officials emphasized that PMS 1.0 marks another important step towards building a stronger, empowered education system and delivering quality education across Assam. With this initiative, the state sets a model for efficient, transparent, and accountable governance in the education sector.
