Assam Launches Swagat Satirtha 2.0 to Digitises Grade III-IV Transfers

Guwahati: Assam took another significant step towards strengthening digital governance with the ceremonial launch of Swagat Satirtha Portal 2.0 by Chief Minister Himanta Biswa Sarma. The upgraded portal is designed to simplify and systematise the process of mutual transfers for Grade III and IV government employees across the state.

Building on the success of Swagat Satirtha 1.0, which approved 4,502 applications benefiting 9,004 employees across 32 government departments, version 2.0 seeks further to enhance transparency, accountability, and administrative efficiency. By leveraging technology, the platform reduces manual intervention and ensures that transfer processes remain fair, rule-based, and accessible.

Speaking on the occasion, the Chief Minister highlighted the importance of technology-driven governance in eliminating discretionary practices. In a post on the social media platform ‘X’, he stated that Swagat Satirtha 2.0 reflects Assam’s commitment to innovative digital solutions that promote transparency and good governance.

Furthermore, the Chief Minister stated that transfers of government employees must be governed by clear rules and technology and should never become instruments of rent-seeking.

The launch of Swagat Satirtha 2.0 reinforces the state government’s broader vision of citizen-centric and employee-friendly administration. By bringing greater clarity and efficiency to internal governance processes, the initiative brings the administration closer to the people while setting new benchmarks for transparent and accountable public service delivery in Assam.
