Mizoram CM Shri Lalduhoma presents 2026–27 Budget, highlighting increased central tax devolution, revenue surplus, SASCI support, and efforts to strengthen rural and capital development.

Aizawl: The Hon’ble Chief Minister of Mizoram, Shri Lalduhoma, who also holds the Finance portfolio, today presented the Mizoram Budget for 2026–27 in the Legislative Assembly. Following the presentation, he addressed the media at a press conference in the Assembly Annexe Conference Hall, elaborating on key features of the Budget.
Owing to an increase in Mizoram’s share under Horizontal Devolution to 0.564%, as recommended by the 16th Finance Commission, the State is expected to receive Rs. 8,608.08 crore from Central Taxes and Duties during 2026–27, an increase of Rs. 976.80 crore compared to the 15th Finance Commission award.
The Budget projects the Gross State Domestic Product (GSDP) at Rs. 43,817.09 crore, with revenue receipts estimated at Rs. 14,994.31 crore and capital receipts at Rs. 2,475.60 crore. The total Consolidated Fund is projected at Rs. 17,469.91 crore, while gross expenditure is estimated at Rs. 17,076.92 crore, resulting in a projected surplus of Rs. 392.99 crore to reduce public account liabilities.
Key fiscal indicators show a healthy revenue surplus of Rs 899.84 crore, while the gross fiscal deficit is largely influenced by interest-free SASCI loans for capital development, with Mizoram set to receive Rs 1,519 crore under the scheme this year.
The Chief Minister also highlighted proactive steps taken by the government to secure pending instalments of the 15th Finance Commission’s Rural Local Bodies (RLB) Grants. While the first instalment for 2021–22 had been received earlier, the total backlog of Rs. 25,350 lakh is being addressed, with Rs. 7,400 lakh expected during the current financial year.
