Memoranda of Settlement (MoS) with Kuki groups and Hmar Peoples’ Convention aim to end militancy, rehabilitate cadres, and create welfare councils for community development

Guwahati: The Government of Assam has formalised a peace agreement with several Kuki militant groups and the Hmar Peoples’ Convention (Democratic) in the presence of Assam Education Minister Ranoj Pegu. This initiative marks a major step towards long-term peace and stability in the state. The MoS aims to bring the groups into the democratic mainstream while addressing the longstanding socio-economic concerns of the Kuki and Hmar communities.
The agreement was signed with the Kuki organisations, including the United Kuki Defence Army (UKDA), Kuki Revolutionary Army (KRA), Kuki Liberation Organisation / Kuki Liberation Army (KLO/KLA), and the Hmar Peoples’ Convention Democratic (HPC-D). The deal focuses on the rehabilitation of former cadres, welfare support for affected families, and the creation of institutional mechanisms to promote development.

Under the settlement, the state government will establish the Kuki Welfare and Development Council (KWDC) and the Hmar Welfare and Development Council (HWDC). These bodies will work towards advancing socio-economic growth, preserving cultural identity, and improving educational and livelihood opportunities for the respective communities. Welfare hubs are also expected to be set up in Guwahati to facilitate community outreach and development initiatives.
The Education Minister asserted that the agreement represents a historic milestone achieved under the leadership of Chief Minister Himanta Biswa Sarma. According to him, the settlement reflects the government’s commitment to resolving long-pending issues through dialogue and democratic processes
As part of the peace framework, former militants will be rehabilitated and integrated into mainstream society, while families of those who lost their lives during the conflict will receive ex-gratia support.
