Amit Shah Launches Landmark Projects to Transform Dibrugarh into Assam’s ‘Second Capital’

Union Home Minister lays foundation for new Assembly complex and inaugurates Assam’s largest sports facility, reinforcing plans to strengthen governance and infrastructure across Upper Assam

Dibrugarh: Union Home Minister Amit Shah spearheaded a series of high-impact development initiatives in Dibrugarh, marking a major boost to governance, infrastructure and environmental conservation in Upper Assam.

At Khanikar Stadium, the Union Minister laid the foundation stone for a new Assam Legislative Assembly complex along with an MLA hostel, a project estimated between Rs. 284 crore and Rs. 300 crore. Designed with a blend of traditional Assamese aesthetics and modern facilities, the complex aims to decentralise administration and make governance more accessible to people in Upper Assam.

The Union Minister also inaugurated Phase I of the Rs. 238 crore Khanikar Multi-Disciplinary Sports Complex. This is anticipated to be the largest sports facility in the state, which will feature an indoor stadium, a swimming pool, a football ground, lawn tennis courts, basketball and volleyball courts, along with hostel facilities for athletes and residential accommodation for coaches. Additionally, the Union Minister laid the foundation for the Phase II expansion of the stadium, further enhancing sports infrastructure in the region.

Expanding the development footprint, the Union Minister also laid foundation stones for the Institute of Wildlife Health & Research and launched a project focused on the restoration and rejuvenation of wetlands across Assam, highlighting a parallel commitment to ecological sustainability.

Amit Shah’s visit was marked with a traditional Assamese welcome, with the Chief Minister presenting a traditional Gamusa, an Adivasi Gamusa, a Tai Phake handcrafted memento, a Heng-Dang (traditional Ahom sword) and an Aronai. Chief Minister Himanta Biswa Sarma described the initiatives as a step toward establishing Dibrugarh as Assam’s second capital,’ improving administrative reach for districts such as Tinsukia and Dhemaji.

Moreover, the programme was attended by several prominent leaders and dignitaries. Along with Assam Chief Minister Himanta Biswa Sarma, Union Cabinet Minister for Ports, Shipping and Waterways Sarbananda Sonowal was present, alongside Information and Public Relations Minister Piyush Hazarika, and Minister for Power, Skill, Employment and Entrepreneurship Prasanta Phukan.

Speaker of the Assam Legislative Assembly and former Rajya Sabha Member of Parliament Biswajit Daimary also graced the occasion. He was joined by Environment, Forest and Climate Change Minister Chandra Mohan Patowary, Revenue and Disaster Management Minister Kesab Mahanta, Union Minister of State Pabitra Margherita, Rajya Sabha MP Rameswar Teli, and other public representatives, including Aditya Goswami, Kushal Kanta Bora and Rituparna Baruah, all of whom marked their presence at the ceremony.

With enthusiastic crowds gathering at Khanikar Stadium, the day reflected both celebration and expectation, as residents looked forward to the projects shaping a stronger administrative and developmental future for Upper Assam.
