Rio says the PAP system is hindering tourism, international engagement and Nagaland’s economic development despite the state’s peaceful environment
Dimapur: Nagaland Chief Minister Neiphiu Rio has urged the Centre to urgently review and withdraw the Protected Area Permit (PAP) regime from the state, saying it is affecting Nagaland’s developmental and economic aspirations.
In a letter to Union Home Minister Amit Shah, Chief Minister Rio said the Nagaland Legislative Assembly had unanimously adopted a resolution calling for the withdrawal of the PAP regime. He said the resolution reflected the collective position of elected representatives across the House.
Rio highlighted the state’s peaceful environment, noting that the ceasefire and ongoing peace process have contributed to stability over the years. He also pointed to tourism as an important source of livelihood and employment, particularly for young people.
According to Rio, the continuation of PAP has complicated efforts to organise international festivals, investment meetings, cultural exchanges and sporting events involving overseas participants.
The Chief Minister urged the Centre to consider the immediate withdrawal of the regime and assured that the state would work with the Ministry of Home Affairs to establish appropriate monitoring and security mechanisms while safeguarding national security concerns.
