The CAG has flagged growing fiscal pressure in Manipur, citing Rs 16,193.78 crore in outstanding debt and a fiscal deficit above the FRBM limit
Imphal: The Comptroller and Auditor General (CAG) of India has flagged mounting fiscal pressure in Manipur, with the state’s outstanding public debt reaching Rs 16,193.78 crore at the end of 2024–25.
Of the total debt, Rs 10,638.89 crore is due for repayment within the next 10 years. The state’s fiscal deficit stood at 4.16% of GSDP, exceeding the 3% ceiling prescribed under the Manipur FRBM Act.
The CAG also flagged accounting irregularities, including an overstatement of revenue surplus and understatement of fiscal deficit by Rs 0.61 crore. An unbudgeted Rs 96.69 crore was spent on loan and interest repayments for two state entities.
Financial monitoring also remained a concern, with 7,729 utilisation certificates involving Rs 12,390.48 crore and 2,282 DCC bills worth Rs 9,448.82 crore pending as of March 2025.
Meanwhile, 138 infrastructure projects remained incomplete, with Rs 473.53 crore locked up. The CAG recommended disciplined borrowing, stronger revenue mobilisation, compliance with FRBM targets and time-bound clearance of pending financial records.
